Oceano Airport (L52)

o Facility Improvements (can do maintenance, w/o coastal commission approval)
o New fencing
o New flagpole
o More improvements underway
o Hangar inspections will be coordinated with tenants starting in April
o Compliance with lease ground rental agreement
o Aircraft Storage
o Intent of Hangars is for aircraft
o They’ll be looking at this

ATC Updates

Vehicle Parking on the tarmac (Site N)

o Loading Spaces are for loading - 20 minute limit
o Short term only
o Park Inside Hangar
o One car per Tie-Down (when flying and aircraft is not present)
o Citations for unauthorized parking/blocking dumpsters
o 10´ clearance on both sides of airfield perimeter fence

Commercial Operating Requirements

o Permitted in lease sites Q-West Side, J-Air San Luis Building, L-old American Airlines hangar, and M-ACI Jet)
o Minimum Standards for Commercial Aeronautical Services & Activities

o Goal is to create a level playing field for all businesses
o Must meet the criteria

Lease Site N parking

o A lot of discussion about parking issues
o Why only is one car allowed to park on tie-downs?
o We need to adhere to the rules but what if the rules are stupid?
o We can get a committee together to look at addressing the parking issues
o Most issues are at Site N

Pipeline to Aviation

o Lucia Mar School District, Arroyo Grande High School will be able to select the Aviation Courses
o Start Fall of 2025
o Graduate with a pilot license or a drone license

The Intermediate Aviation program is designed to equip students with the theoretical knowledge and practical skills necessary for careers in the aviation industry. It covers a range of topics, including flight fundamentals, aircraft systems, navigation, and safety procedures. The course includes hands-on experiences with flight simulators and maintenance workshops, preparing students for roles as pilots, aircraft mechanics, or other aviation professionals in related fields.

Aviation Days

o Aviation Days are run by the SLO Pilots Association
o Make sure if we say, Open to the Public, that we add, must be escorted by badge holder
o ES: For upcoming 2nd Sunday events, will be open to the public
o They will be on the West Side behind San Luis Avionics

Construction Updates

o Paved Parking Lot 5
o Paving now, old overflow lot
o Opening April/May
o Initially a paid customer parking lot until Fall 2025
o Rental Car lot starting Fall 2025 so they can increase capacity
o Solar Canopy in Parking Lot 4, main parking lot
o Use solar for all county
o Construction will occur from June-August 2025
o Shifting parking to the new lot during construction
o Has there been thought of adding 2nd level of parking
o Initial plans included multi story, cost does not make sense ($60-80 mil)

Taxiway Alpha & Bravo 3 Construction

o Mill and Fill of Taxiway A - taxiway in need of immediate improvement
o Pink color is the addition of new crossing “B3”
o This does not include shifting the taxiway bumpouts in conjunction with the AMP
o Rename & Number - Alpha A1-A7(?) on terminal side, Beta on the other side.
o Start 8/4 -9/24
o Airport Closures are scheduled
o Dylan - Tower Manager
o There will be daytime taxiway closures, NOTAMed and on the ATIS
o There will be a Safety Risk Mitigation Meeting Early May
o Dylan will send out information soon
o CREPE3 departure and ILS will be unavailable at times o There will be times they need input to help

Per Trevor Brumm Taxiway E will not be removed this summer. There will be construction work on many taxiway connectors resulting in temporary closures and those impacts will be available via NOTAMs. The only change following the construction work this year will be the addition of TWY B-3 between RWY 11/29 and the Westside. All other taxiways will reopen in their existing locations.

Future GA Development — Lease sites J&K

o Gradient difference between taxiway and lease sites needs to be addressed
o Need background work done prior to sending out RFP
o Who is responsible for grading of the area
o Looking for 20% plans from the group doing the AMP
o Have a standard county template and some scope information has been identified
o ES asked to make sure there is GA input
o BRL: 500’ from Center of runway: all
o TOFA: Taxiway Obstacle Free Area
o ACI: Old AA Maintenance area (Site L), looking at putting in light GA maintenance facility and add some GA T hangars in the area

New Maintenance Shop on the Field

o Alyssa Veeesart (Ryland’s wife) Low and SLO Aviation Services, LLC
o Will be located at Air San Lan Luis for the short run, then move into area ACI is developing
o Looking to open mid-late April
o Low and SLO website
o Ryland is currently Managing Lloyds in Paso

Open Discussion

o Runway airport cam at Oceano Airport
o Any thoughts to replace?
o Former camera was privately owned by EricAero
o County has added internet to the Pilots Lounge
o Plan to add new camera in the near future
o 1 minute weather available via phone number in Chart Supplement (A/FD)
o Available for KSPB ‭(805) 547-1260‬ and L52 ‭(805) 489-1305

o Runway 7-25 o Is it still planned to be closed?
o Disappointment expressed by one pilot

o Water access for Westside
o City is open to the proposal, but it has not been approved yet
o We use below the current agreement for water use
o Need to work with city
o Any development would be off Old Santa Fe

o Site N complaint about when water is drained it rolls into hangars
o Bill: if can loop the water around, you can avoid flushing issues
o There are trucks that will come and collect the water so that it doesn’t have to be dumped
o Needs to be flushed approx. every 2 weeks
